H:
Yeah. He says he is one of the top staff men he's ever seen at the
Capitol. Apparently, competence-wise he's all right, but I think
you do have the problem that, the central problem is that Congress
fears the Senate Foreign Relations Committee.
K:
Yeah.
H:
And then, I guess that needs to be very closely a governing consideration.
He is almost a Senate specialist and would take the House more or less
for granted, but would work as well with them as you can, having to
concentrate on the Senate, I guess. And that leads you to a Senate
specialist, which leads you, in effect, to a guy like BeLieu, a guy
like Korologos - who's a specialist. But you don't want either one
of them much.
K:
No, I might change my mind.
H:
Well, you might be driven to by this difficulty. OK, we'll wait
briefly on Dave, huh?
K:
Right. And any suggestions he might have.
H:
Does he have other thoughts?
K:
No. But he said he'd call me today if he has any. He thought that we
could still get Spong if we ask Tower to call Scott.
H:
Well, I'd be willing to bet on that.
K:
Well, and I don't think we should in any case start lobbying and get
knocked off again.

But,/I don't really have a serious problem with Spong, you understand,
Bryce. He said that ironically. He said, after all, all he said was that
I was a nobody and stupid, and he said I really therefore don't have any
reason to be sensitive to his appointment.
K:
Yeah.

Yeah, well, I think we then have to go ahead and look for an alternative.

They think John Tower is for it, I take it.
