While
I have you on the phone, I think that the Trident thing, the way it's
being shoved, is the greatest single mistake that I'vê seen since I've
been around, because why do we have to rush it this way, you know?

Never, since I've been here, and it's Rickover primarily, supported
by the Navy, and it's only two years that they get on one ship, they'11
be are as an industrialist 00 they'll be building 10 before they complete
one. And I notice, one sheet says since Congress reconvened earlier
this month admirals have become as familiar in the corridors of the
Senate Office Building as Senate pages. Admiral Zimwalt, the Chief
of Naval Operations and Vice Admiral Rickover have been leading the
shoe leather brigade. The admirals have been talking to their usual
allies and they've even been visiting Senate doves trying without
apparent success to convince them of the wisdom of speeding up Trident.
So desperate has the Navy become that Zumwalt charged as follows.
Quote. Soviet agents quote were on Capitol Hill lobbying against the
new submarine. Well, it's leaving a very bad taste in everybody's
mouth because it totally violates Laird's premise of fly before you buy,
and any industrialist, like myself, knows that working on 10 submarines
before you finish one just doesn't make any sense. We've given them
642 million dollars to go ahead with a normal program, and they
accelerated for two years, and I'm not telling you anything I haven't
said to Scoop.
K:
Yeah.
S:
And we passed it this year, the one committee that studied it recommen-
ded unanimously against it. And then the full committee recommended
against it. Then they worked on Barry Goldwater and got him to change.
