Page 2 K: Oh S: So night befo re last I talked to McGee about it who was very upset and Mansfield wasn't --he agreed withit--the process and then I talked to Humphrey and Griffin, SO McGee Humphrey Griffin and I got our heads together and I made a little speech about it yesterday as being improper under the rules and we then persuaded Mansfield to talk to Fulbright and we persuaded--didn' have to persuade Talmadge--Bennett is his constituent--Talmadge was fairly outraged at the whole process--we then got the to be prepared to rule-- this is a very significant in the future. That's why I'm taking your time. That a committee has no right to alter the title or designation or job description or whatever you call it, of a no minee--they can even reject Jack Bennett for Security Council or the other three, or they can report them favorably - they cannot promote or demote a person from this status even to personal rank of ambassador, SO armed with that punitive ruling, what's going to happen, I think is to save everybody's face, that Fulbright is going to pull it back and we'll have another meeting and we 've quietly amassed 10 votes--possibly 11, I taked to Javits. I'm planning to give a dinner on October 4 in NY for all the visiting delegations- -foreign ministers and so forth at the Metropolitan Museum of Art--and I am going to ask Fulbright and Aiken and I thought I'd ask you and Mansfield as Minority and Majority leaders, and If you could come to that, and Mrs. Scott that'd be very nice.
