    "ocrText": "Page 2\nK:\nOh\nS:\nSo night befo re last I talked to McGee about it who was very upset\nand\nMansfield wasn't --he agreed withit--the process and then I\ntalked to Humphrey and Griffin, SO McGee Humphrey Griffin and\nI got our heads together and I made a little speech about it yesterday\nas being improper under the rules and we then persuaded Mansfield\nto talk to Fulbright and we persuaded--didn' have to persuade\nTalmadge--Bennett is his constituent--Talmadge was fairly outraged\nat the whole process--we then got the\nto be prepared to rule--\nthis is a very significant\nin\nthe\nfuture. That's why I'm taking your\ntime. That a committee has no right to alter the title or designation\nor job description or whatever you call it, of a no minee--they can even\nreject Jack Bennett for Security Council or the other three, or\nthey can report them favorably - they cannot promote or demote a person\nfrom this status even to personal rank of ambassador, SO armed with that\npunitive ruling, what's going to happen, I think is to save everybody's\nface, that Fulbright is going to pull it back and we'll have another\nmeeting and we 've quietly amassed 10 votes--possibly 11, I taked\nto Javits.\nK:\nMarvelous. That's very good.\nS:\nSo I don't think it will take long for the Chairman to realize, he doesn't\nhave a majority.\nK:\nThat will be very helpful.\nS:\nThe --It's important for the future--we couldn't let it be amended on the\nfloor--that would admit the right of the committee to take the action.\nK:\nThat is--a very helpful ruling. Hugh one other thing as longas I've got\nyou on the phone. I'm planning to give a dinner on October 4 in NY for all\nthe visiting delegations- -foreign ministers and so forth at the Metropolitan\nMuseum of Art--and I am going to ask Fulbright and Aiken and I thought\nI'd ask you and Mansfield as Minority and Majority leaders, and If you\ncould come to that, and Mrs. Scott that'd be very nice.\nS:\nI will come if I can--really don't know what Oct 4 says inn the disry,\nbut sertainly if I'm free--I'll come.\nK:\nThat'd be very nice.
