TELCON Gen. Haig - Secretary Kissinger October 6, 1973 4:15 p. m. K: Dobrynin says he will hear again in another couple of hours and as far as where we stand in New York, Egyptians are against the Security Council meeting and the Soviets who are without instructions are sup- porting Egypt, The British who wanted to call it are getting cold feet. Tell the President we are still waiting for the Soviet reply. If we don't get it at 66:00, we will call a Security Council meeting. H: Right. K: By tomorrow the Israelis will have beat up the Arabs. If we have not tried to stop it we will be accused of collusion. We have to have a course of action, to have an laternative to having a fight in a General Assembly debate. I have told Dobrynin that if this thing turns into a pro- paganda battle, in the General Assembly, we are going to shut off the telephones, before the Israelis beat up on the Arabs, SO they had better come to us now I hope he will stick with us on this tough course. H: There isn't any question about that Henry. K: Some people were, not in the Department -- well I don't know about the Department -- but in Defense they want to drop the Israelis. H: Why? K: We don't want to lose Arab oil. We are sort of in a similar situation to the India/Pakistan thing. we return this military operation, get rewarded will be to press weakness. H: Of course, I have no difficulty there at all. Sounds like the Canal. K: It is manageable here. He will want to know exactly what we will be doing. At 6:00 we will call a Security Council meeting. I will say the President has instructed me to go back to Washington. And I will say the President will have something to say at a later ti me. H: That's fine. K: So I thin it is well.
