P. I spoke to Gen. Gowon in New York. I have had a very friendly /
with him stemming from the trip you sent me on a couple of years
ago. I wanted to determine his attitude. He has a very constructive
attitude. He thinks we should think of our major goals. He likes
the President's statement on Africa. It only needs implementation.
He would respond favorably to a future visit a State visit or
whatever. He is distressed by the newspaper comments that did not
take into account the President's heavy schedule. He has a good
feeling toward you and General Haig. I think a phone call by you
or the President
he's in his room now.
K. Would he take a call from me?
P. He spoke very favorably and friendly when I asked if he had seen
you. He is an absolutely stupendous person and affuture force in Africa.

he will certainly take a call from you. He took
my call.
K. I see.
P. I recommend a phone call from the President. Then if he accepts
a chance to come back
The demogogues will call this thing anti-

K. We offered to have him at Key Biscayne.
P. I told him my original appointment was the same day as his and
I know it was cancelled also. The time offered for Key Biscayne was
Friday afternoon between the Secretary General's lunch and the Foreign
Policy Association in the evening. There was no possibility in two
hours and forty minutes
to fly down and get back. The others I
can't explain. I'm not trying to excuse him at all. He won't try to
make anything out of this. His number is 212-355-3000, it's the
Waldorf, extension 2647 or 2645. He will pick up the phone himself.
K. Nice to talk to you. Somebody will call him.
