K: When I suggested that we cooperate I did not think we would carry
it to these extremes.
W: I am delighted.
K: I did not think we would have a crisis this soon.
W: I appreciate that we are keeping such close contact.
K: You called me?
W: No. I reached you at your lunch.
K: I heard you wanted to talk again.
W: No.
K: Just a misunderstanding. Since then I have talked to Eban and he
has agreed not to speak unless the Egyptians speak and may be not
even then.
W: I have talked to Amb. McKee. There are two developments I
want to bring to your attention on this occasion. As far as the
military situation is concerned, I got this call from Amb. McKee telling
me that Port Said has been attacked by Israeli airplanes and he is
quite upset about this and instructed by his government to bring that
to my attention and to the attention of the Assembly and SC.
K: By what reasoning.
W: I think they still don't understand that war is war. If one has a war,
one cannot avoid civilian targets.
K: It is the civilian targets.
W: The civilian population of Port Said.
K: They object to the bombing of civilians.
W: That is correct.
K: And they have every right to
