TELCON Sen. Javits/Sec. Kissinger Tuesday, Oct. 16 [19731 2:45 p. m. J: hard to tell exactly what it is except that everybody is worried about it. K: In what way? J: How they are faring. Everyone is please with what you and the President are doing. I have said SO on the floor this morning. I have this resolution reshaped now I think in a way which I think should be o.k. It will be put in on Thursday with a lot of co-sponsors and I will see that you have a look at it. K: Good. J: The other thing K: I think everybody should stay cool. I think we are working -- we have a chance a diplomacy working on this. J: Good. We will be very very cautious and not call people names that would aleinate them. K: I think that important. The time may come where we have to unleash. We are now doing what can be done physically to confront the Russians there and there is no sense in taking about it. J: I know that and everyone seems to know that to be a fact. I wanted to ask you however do you think it would be useful to use current publicity -- like an editorial in the Wall St, Journal today -- to have someone say that an oil boycott is not that big a threat to this country. The editorial is worth your time to look at. K: We have contingency plans for that. I will look at it. J: I will be leaving Friday night for Ankara for this NATO situation which you know about. K: We have been doi rg it publicly.
