Telcon Secretary Kissinger Ambassador Dinitz 10/26/73; 9:38 a. m. - 5 - D: Uh-huh. K: Well that at least wastes a little time and since I am then on the way to China nothing can happen until I get back. D: Yeah. K: I just don't want to do anything without telling you. D: Sure. K: Second, and I want to sit down with you and tell you what the General, my General, D: Yes, I heard yesterday in your press conference that you had a very fruitful talk with Dobrynin about procedure, sites and methods for the new negotiations. K: Yeah, I want to talk to you about that in a minute -- that's all baloney. D: Uh-huh. K: The trouble with you, Mr. Ambassador, is that you go straight ahead and I go in circles. If I can teach you people tactics -- D: Yeah. K: Now the hysterical message from Sadat is: that their third army ish surrounded and that you are trying to get them to surrender and that they will have to take unilateral measures regardless of consequences and that you are not permitting UN observers in there. All of this may be true, but we want to give them an answer. Let me make a suggestion. First of all, of course you want to check with your Government. My recommendation is that we can tell him that you would permit observers in there and just tell me where they should go and just don't say in general. Secondly, I would consider it a very good move if you would say you would let non- milit ary supplies in there of some kind because it can then be used against them if they start an offensive. read D: Well, what I Aid in the morning, they have already started shooting.
