S: I talked with the Secretary General and I think I have his position
properly. . for a twenty man Soviet and twenty man US observer corp.
K: Yes, but they are not separate.
S: Right. They are part of the regular observers. No special priviledges and
with in the structure. I also talked about Romania..
K: Let me get an answer for you on that.
S: He said r was surprised Takoa didn't buy it immediately. I said I would
talk with Takoa. Meantime I have had a shouting call from Malik, who says I
am dictating to the Secretary General and trying to keep the Soviet bloc out.
K: He. . to me through Dobrynin. I told Dobrynin I would let him know this
afternoon. I am trying to get an answer by this afternoon.
S: Malik insists on coming over here by 4:00 today.
K: Let me see if I can get back to you.
S: I need some guidance because..
K: As long as integrate into UNSO, we must do something.
S: Question is how.
K: I will call you before 4:00.
S: OK, good.
K: Thank you;, John.
