C. I thought the President was absolutely great. By
allusion to the State Department remarks this afternoon,
I think you might have a hornet's nest. I was at a
lunch today--as you know, I have no complaint, but they
were full of complaints over no consultations on any-
thing. So when the President goes on the air and says
he has received less than cooperation from the Europeans,
this can cause a lots of unhappiness. I know what..
K. Well, we are willing to take this, Rollie. We have
just about--the Europeans have to face the fact that the
President is fed up.
C. They weren't called in to be told.
K. That's not true of you.
C. That is what I am saying. I am ringing you up as
a friend, not as an Ambassador. I have no complaint
whatsoever. I'm ringing just to say you might get a
blast.
K. Let's be honest. We could have consulted to the
devil and back with the Europeans and they would not
have changed one iota.
C. That might be true. I am not getting into the right
or wrong of the thing. From what I heard at lunch today
they are pretty unhappy.
K. We might reach a point where on both sides of the
Atlantic there will be a need to reassess U.S. relations.
Let me tell you what is irritating the President: refusal
to put
" in the declaration. The whole
declaration is not worth fifty percent of the effort they
put in it.
C. I'm not making excuses but it will not translate into
that language. If you look into the technicalities. .
