T:I think we can work that. There was another problem connected with this in that one of the Senators had a hold on him but we can work that out I think. K: Do you want to move on that today. So I can get my guys confirmed. If it's necessary I'll call Mansfield. I'm sure he' '11 do it. T: I think he'll confirm him. I don't believe there is any problem on that but he's not going to let him just sit up there by himself and go ahead and move the other nominations. if K: Well,/you can say that I intend to appoint him to something in State I see no reason why he cannot pull him out. T: He's been reluctant to do that Henry. For two weeks we've been arguing with him and you may want to call him and see if he 11 do that. K: Why don't you first give me a report. T: OK. K: Now secondly your various notes about the committeess I have to meet. Let me say this. Everybody knows that the President is very grañdiose about signing me up. Everyone of these meetings takes a morning. I've got to run a department, do the NSC job and conduct all the negotiations and keep running around the world. It's just humanly impossible to do all these things. Now this week I'm meeting with athe Senate Committee and the Senate Foreign Relations, I think the Senate Armed Services Committee next week I'll meet with the House Foreign Affairs Committee and I'll be willing to meet with the Armed Services Committee but I can't be just thrown around. The curse of this Administration is that they drive everything into the g.d. ground. T: I know. But rest assured that wasn't my idea. He hits me on that every damn time I see him. K: But you know he is only thinking two days ahead. Just between you and me I fail to understand what he is doing with all these sessions with congressmen except building a trap for himself. T: Well he's trying to restore the confidence in his office and while some of the press has been bad with some of the guys who go out and leak stuff but generally they have been very good this last wekk. K: Have you. Were you there. T: All of them. 9 of them he had and they're very positive we don't get much news story out of those just the guys that go out and leak bad things but
