I would
like to propose that you send Yarev over here to meet with me and
Sisco and anybody else you want to send. Then, let him report back
to the Prime Minister and then if she wants to see me in a calm atmos-
phere. I don't think it is helpful I heard what she said to the
Senators this morning. That is just not helping at all.
S: Mr. Secretary, may I say something.
K: You can say something , but I am just asking you to transmit
S: I wasn't present at all her meetings, but I was present to hear what
the Prime Minister said to the Senate leadership at about 1:00, she
spoke for about an hour and I don't think you would feel the way you
do
K: Look, I had a call from one of the Senators present urging me to
urge the President to ask to get the Foreign Minister over here. He
said any further contact between you and the Prime Minister could have
disastrous consequences. Now, he is a dear friend of yours. He main-
tained that he gained that impression from what she said this morning
at the meeting and I really think Yarev and I or Yarev and Sisco could work
something out and present it to the Prime Minister then bring her tomorrow
morning if she still disagrees.
S: Very good, but I would still very much like to know, like you to know
what she said. She spoke of the friendly president and
what you
did for Israel in these weeks in sending out the airlift and

Its not a question of gratitude, its a question of tough decisions next
week which she cannot do from such a posture.
S: I don't think
