N: I was talking to Brent Scowcroft -- you are back at the State Department? K : That's right. N: Because of the length of the thing, I have to boil down the section on the embargo. He is working on it but I would appreciate your helpf. I'll make all the points but I want to cut it as much as I can. K : Right. I have it in foont of me, Mr. President. N: I don't have it in front of me. It is over with Price. I'll make any commitments that we need. But I don't want to put too much there. It is not only the length of it but the rhythm of the section. I move from that to the (part) on energy. If I have too many words it will destroy the thing. K: I am looking through it. There are a few key phrases that have to stay in, like "this is only the first step" -- "the agreement on disengagement" N: On the disengagement we are talking about two different subjects. I know they are interlocking. K: I see about three sentences N: What I am getting at is -- the embargo is what I am talking about. I know the disengagement. is locked to it but without the disengagement you could not have the embargo lifted. But I want to make it clear we support the disengagement and support the disengagement and support the additonal steps for permanent peace. Boil it down as much as you can, will you, please.
