considering French forces, are they outside of that?
S: They are outside.
K: Then when we say they have got to be reduced by 700,000
S: Oh, I thought you were talking about SALT. The French are outside
of that.
K: 50,000 Frenchmen we claim as a bonus for ourselves. That's
absurd.
S: That's in deference to the French.
K: I'm surprised the Soviets haven't raised that yet.
S: They haven't talked common ceiling at all.
K: We would give them a 50,000 bonus ?
S: I don't know the result of that.
