While I have you on about the Japanese, you know that you promised Yasukawa (?) to get back to him and the time is long past, with whether or not we would refuse to sign a bilateral if there is no trilateral. Do you remember this query? Ken Rush is going to see Yasukawa but doesn't have an answer on that point and there is no point in Ken Rush seeing him unless we can pin that down. K: As I understand it the Japanese are threatening us to go ahead in bilateral talks. H: No sir, they want to know whether we will hold firm and if so, how firm on insisting on a trilateral. K: We will insist on a trilateral. H: Will we refuse to sign a bilateral? That was Yasukawa's question to you. K: Well, frankly, I haven't gotten a clear answer from the President yet. H: Yes. K: We will certainly go very far in pressing for a trilateral and I've said S o publicly. H: Yes. All right. Go very far. K: Just tell him, you know, that issue hasn't been raised yet but we have raise them in the closest context with each other. H: Yasukawa's going to be disappointed. There isn't a clear-cut answer to that clear question.
