General Haig - Secretary Kissinger

H: He's OK. Tomorrow on the night of the 11th for the Foreign
Ministers he will do that in lieu of speaking at the session. He
will handle it there.
K: I think that way he can be a little more emotional. It should be
a speech that can be released, maybe even televised.
H: I've got Brent working up something to publicize. He doesn't
want to televise it. Also Gromyko. I have him on the schedule
for noon or 3:00, whichever
K: I prefer 3:00 because then I can brief him before when I see
him at 11:00 and if it looks as if we can do anything.
H: That's fine. He was going to have a small staff meeting in
the afternoon but if its more conveneient we'll
its not that
urgent.
K: Let's do it at 3:00 Then I can prepare Gromyko, find out what
he has on his mind and I can brief the President.
H: For your own information, if he goes to Key Biscayne he will go to New
York Thursday morning, leave New York about 1:30 and go straight
to Key Biscayne. He wants Simons and Shultz down there that weekend
for a big energy image, although it won't be that.
K: But I need Simons in Washington, there's a lot of energy things
in Washington on Friday, suppose he came down Friday.
H: Sure, he's just coming down for the meeting.
K: That's my strong advice. It's hard for me to be in Key Biscayne
but I know he would never forgive me.
H: He thinks you need it and I do too. If you come straight up from
Panama.
K: If we came down Friday afternoon after the energy meeting was
finaished, with Donaldson, that way it would really do some good. Then
I can brief him on what we are planning and give him a run down on Friday.
As long as he's keeping me prisoner down there I won't let him do it
while the sun is out. Are you going to be there?
H: Yes.
