the case then and Lunt has even suggested this perhaps we ought to do
it on the basis of 14.

K: Well, that is not likely to happen.
S: I don't think it is either.
K: But you should say if we go the route of the NATO Declaration alone
that then we would like additional paragraph on consultation.
S: Yes, that is in of course what you said to Von Staden SO that should
be in there.
K: Right.
S: I will send something up to you shortly on it.
