TELCON Sonnenfeldt/Sec. Kissinger March 16, 1974 5:05 p m. K: I have to pick up Nancy. I will call you later. Did you have a good trip? S: Yes. I have to give you credit. I think you've got them on the run but I think we've got to hold still now. K: That's what we are going to do. Look, the President wants to send a letter to Brezhnev on Monday. Will you draft one ? S: What does he want to tell them -- I mean what in general. K: Just a quick review of our relations and that he means to continue on dtente and the usual crude and that he is sending me with a good you know but don't limit my freedom of action too much . S: I would never do that. K: I'll call you in about an hour. S: You certainly had him programmed yesterday. He learned his lesson too well. K: That's true. I didn't want him to go this far. S: At least no one can say K: What I had him programmed to say was essentially what was in the letter to Brandt but he went far beyond that. S: Did you cut out that one sentence for a purpose. Because the thrust of the letter still is to not scrap the thing at least to postpone it indefinitely -- the EC nine thing. K: I took that out because it seemed to me to leave open that it might continue. S: I thought you took it out because it was to definitive -- shut it off to definitively. Because I told the British to all intents and purposes we were holding it in abeyance. K: That's correct. You took the correct line.
