S: It's interesting there are several permutations and combinations that you can go with this thing. Some of them would be quite defensible and not bad from our stand point. I think the main thing for us is to hold ours to our present level of deployment because obviously the higher we want to go the higher they'll want to go. K: No, but I told them something like 5 to 3. S: There are all kinds of funny combinations which don't make the throw away thing look too bad you wouldn't put inin those terms. For example, we would have 50% and they would have 20% of there - 50% of our light(?) missiles and they would have 20 of their medium. That would also make it possible K: But can we express it in numbers? Rather than in percentages. S: We're going to give you several K: I don't want it in percentages. S: I want to give you several ways of expressing it, there will be verification problems if we're not careful. We have to do it by fields or we have to do it by what we already know has been converted to be compatible with SS-19's and SS-18's. We've got to keep that in mind and K: That is not at all all we need is a number for now. Then we can get into the verification problem. S: I'm sure I'll be giving you more than you want, but I want you to have the whole problem when you talk. K: I don't want to talk, he wants a paper I can give him because Brezhnev has the whole gang of them in Zavidovo. S: Then I'll give you two things. I'll give you a paper also. K: He didn't think it would be good for him to send the paper back I gave him.
