K: How does it feel to be President of something?
C: Not bad.
K: Good.
C: I had a good day Tuesday and cleaned up the off set agreement.
K: I wanted to congratulate you on it, you did very well.
C: We got about 85% of the troop stationing costs and we got enough to meet the
tax and 100% of the loans are OK.
K: The only trouble is, I appreciated you too late.
C: I thought it might be useful to have a ten minute chat about this East/ West
trade business. I'm going to have to testify on the authorization bill probably
the week after next and I got an opinion from the Attorney General authorizing
the - supporting our practices.
K: Yes, I saw that.
C: I intend to announce it tomo rrow.
K: You should return to the old practices.
C: I intend to announce tomorrow that we'll approve the trade center and the
other loans and resume the old practice, open up the doors. We'll have an
East/West Trade Commission meeting on Monday. We'll probably talk about
the fertilizer and the
.
My own view is that we should not rock the boat
with those deals until the thing got settled fundamentally. Try to push those
a month or two forward and run the risk the magnitude will make the Congress
say we're trying to jam them through before they close the door down. I think
is too much of a risk and sowing the atmosphere
K: You should proceed at the regular rate.
C: Yes. That's right. That's what we intend to do.
K: That's what I think you sh ould do.
