John Mulliken/Secretary Kissinger
March 22, 1974
4:45 PM
M: Hello, Mr. Secretary. John Mulliken. Hi.
K: How are you.
M: Fine. I've got these quotes here - can I run through them with you?
K: Sure.
M: OK. Starting out here. On the Watergate, I would like to be remembered
for what I did here, not for being part of a conspiracy.
K: Well now, this depends entirely on the context in which this is put in.
M: You want the whole paragraph?
K: Yes.
M: Kissinger, his sensitive criticism but also his determine not to let itcget
in the way of his goals. He's determined not to be hurt by, in any way, by
Watergate. Then comes the quote.
K: OK. In that context it's alright.
M: Now we go on in the same paragraph. He told Time diplomatic editor,
Gerald Schecter, last week. That's the end of the sentence. In other words,
you told him that. New sentence. As for detante, he insists that quote, it is
not a love affair, but rather a process by which the interests of both Moscow
and Washington, can be exposed and in some way reconciled, enquote.
K: Good.
M: OK?
K: OK.
M: I don't think you said, I think I said that and they picked it up. As for the
criticism of his personal diplomacy, he simply points out to the achievements
and asks whether any other approach would have gained more, quote, Our
records still looks good, he says, quote, my relations with China are solid,
Vietnam has held up better than I thought in the face of Congressional restriction.
In Europe we will come out of the latest blowup much stronger, because we
will bring issues that have been tangled back into some political focus, enqoute.
