TELECON
Secretary Shultz/Secretary Kissinger
March 19, 1974
5:28 PM
S: Helmut and I worked out an agreement in principle.
K: Don't give me that Helmut business, you've sold us out again.
S: Well, I was just doing it on your account. You told me to.
K: (laughter).
S: But I think it's something we can sell. Casey agrees on it and he
will follow up and try to
K: What are the major
S: There is one sticking point that Helmut said he would have to check with
Brent on but from the way he described that, I don't think he' have any
trouble. The tricks of the matter was the loan and the amount of money
per year that the concessionary aspects of the loan would generate. Basically
what we've got is about $150 million per year. Which is quite a lot.
K: Yes.
S: The problem was jockeying around these numbers and getting them fixed SO
that he can describe them in a way that fits his political circumstances and we
can describe them in another way which fits ours and we both understand that
and arranging these terms SO that they will yield us the money that we need.
I put in this call while he was still here SO he could speak to you but he had
to go, but he sends you his regards and says he appreciates the chance to
talk with you today.
K: That sounds terrific, it really sounds very good.
S: He continues to be anxious to have a meeting of our little group in Bonn.
K: I'm for it. I strongly urge him to do it.
S: I gave him what dates I can although it would stretch me a lot to do it.
K: Now George, as long as I've got you on the phone. You mentioned the
other day you might stay until July 1. I don't know what these characters
are thinking of a replacement for you. Do you know?
S: I think they expect the name Bill Simon, but I don't know.
