C: As you know, the tax bill seemingly is hung up for different reasons. The
Energy Bill is in ahead of that and there's some feeling that it's a controverisal.
K: Which bill - the Trade Bill.
C:

The
trade bill. That may not be moving anywhere and X we may have
no particular chance to do anything. A halfway measure is possible in terms
of the export-import legislation which has to get through by June 30, so that will
be coming to
to extend the export-import matter. Jackson added credits
to his amendment SO that we can quite appropriate bxxx put in whatever modification
of the Jackson amendment we might like to or seek to do that on that bill.
K: That would then take
C: Not cover most favao red nations.
K: No, but it would take care of the credits.
C: It would take care of the credit and would WXTOX show the Senate position.
K: That would be helpful.
C: That would be one step. Now there's one other alternative. The Finance
Committee is going to report * 3 tax bills out in the next week or so. If we
wanted we could try to amend one of them with our version of the Jackson thing
and just do it rather
if we have the capacity, which I think we have and
the matter right then by adding on the Jackson language modified which
would cover most favor nations and cover the export-import credit matter. That
would go to the proper committtee in the House SO that we wouldn't have juris-
dicional problems over there. The question is whether it's worth trying to move
that swiftly or whether we should test the waters on export-import legislation.
K: My instinct is the latter but I'm not expert on legislative.
C: If we showed the Senate will on that, we, of course, will have not have
vehicle to grant the most favored nation status to Soviet Union and the question
is how long
K: My impresion is, that if we could get a quick show of preserving the credits
that this would help us a hell of a lot.
