The\nEnergy Bill is in ahead of that and there's some feeling that it's a controverisal.\nK: Which bill - the Trade Bill.\nC:\nXXX\nThe\ntrade bill. That may not be moving anywhere and X we may have\nno particular chance to do anything. A halfway measure is possible in terms\nof the export-import legislation which has to get through by June 30, so that will\nbe coming to\nto extend the export-import matter. Jackson added credits\nto his amendment SO that we can quite appropriate bxxx put in whatever modification\nof the Jackson amendment we might like to or seek to do that on that bill.\nK: That would then take\nC: Not cover most favao red nations.\nK: No, but it would take care of the credits.\nC: It would take care of the credit and would WXTOX show the Senate position.\nK: That would be helpful.\nC: That would be one step. Now there's one other alternative. The Finance\nCommittee is going to report * 3 tax bills out in the next week or so. If we\nwanted we could try to amend one of them with our version of the Jackson thing\nand just do it rather\nif we have the capacity, which I think we have and\nthe matter right then by adding on the Jackson language modified which\nwould cover most favor nations and cover the export-import credit matter. That\nwould go to the proper committtee in the House SO that we wouldn't have juris-\ndicional problems over there. The question is whether it's worth trying to move\nthat swiftly or whether we should test the waters on export-import legislation.\nK: My instinct is the latter but I'm not expert on legislative.\nC: If we showed the Senate will on that, we, of course, will have not have\nvehicle to grant the most favored nation status to Soviet Union and the question\nis how long\nK: My impresion is, that if we could get a quick show of preserving the credits\nthat this would help us a hell of a lot."
