I
had
a talk with last week with Stevenson and Jackson.
K: Yea.
C: I had to go up and testify Tuesday on theEX-IM authorization
and I just thought I would touch base with you to see if you had
any guidance for me. They've been talking together about getting
the EX-IM Bill out quite clean. With respect to Soviets and
European transactions except for requirement that to be a
Presidential finding with respect to any loan over some amount yet
to be determined. Maybea $100 million maybe a quarter of a million
dollars. And also a requirement that specifies loans perhaps energy
related and those of a large magnitude to gain a 100 million or whatever.
The
on the table up there is 30 to 60 days with an opportunity on the
part of Congress to veto. Now XSX it is my view that we could live with
the Presidential finding requirement although I don't think that should
be placed on the Pre sident but the requirement that you lay
burden
the whole txix transaction out SO that the sponsorer could be jilted
at the altar and his competitors would know all about it and QXX zero
in on him I think would just x put us out of business.
K: Yep.
C: Now I'm going to say that, lay it out in my testimony.
K: Well I wouldn't have anobjection to the veto by Congress if the sum
were high enough, if we could lick that problem, that technical problem
of the xoxxxxxxxxx competition.
C: Well it is not only the problem of competition it also puts the
Congress in a position of perhaps administering a specific review
slap in face to one of our trading parties and one of the countries
wie are trying to do business withand they really shouldn't put themselves
in that position. It is a stupid thing for them to do.
