arranged for the signing of the NATO declaration in Brussels on your
way to Moscow.
P: Provided that it will be ready.
K: It will be ready. We will complete it in Ottawa and we will
initial it in Ottawa which just means it is completed and then it will
be signed in Brussels and we have already got Schmidt and Wilson
agreeing to come there. Which means that most of the heads of
governments will come. Giscard can't come right now.
But he will probably send his Prime Minister.
P: Well, the others are Prime Ministers SO what the heck.
It is perfectly all right.
K: That's right.
P: The Italians would come in a minute.
K: Of course, and this is not, Mr. President, I would not take this
as a hostile move from Giscard.
P: No, no. I just wonder if it is too hostile to the Russians.
K: No.
P: Well they know the darn thing has been on the platter for a long time.
K: No, no., this is not a hostile thing. And it X actually says friendly
things about detente and the declaration. It is better that way Mr. President
than do it on the way back.
