K: The thinking in terms of the threshhold of moving towards a comprehensise
and the treaty after that or is this just
HAK: Well, I think it could certainly be -- we would not object to writing into
a threashhold test ban if this is a step towards a complete test ban. And we're
going to put into the communique, this is just for your information, the
desirability of the complete test ban.
K: Well, but if you were asked about it, Henry, I mean, the only thing we don't
want to get into a situation where
HAK: I was asked about it by Humphrey. Let me tell you -- Humphrey at the
committee. I said that I would prefer it after the summit but then I didn't look
at it from the point XXX of view that you just raised. I would think that if you

if this think thing could be phrased in such a way that you maintain your position
on the comprehensive but that you'd go along with something as an intermediate
step or interim step then I wouldn't oppose it.
K: I'll talk to Hubert and Ed at the -- I'll try to get them over the weekend or
the first of the week.
