S: Yes.
K: Another thing I find is that they gave the DAS
OSD memo on the test ban to Jackson.
S: I find that unbelievable too. I just had a long go around with Wickham and
I said my goodness, you know, I said those are internal working documents
before we have a government position. I find that
incomprehensible.
K: What's his answer to that?
S: Well, his answer was, well, he said, it's the same as Schlesinger said in
the NSC meeting. I said, sure, what that is that it's militarily disadvantageous
but the President may want to overrule it on political grounds. That's just great.
He said, well, that was the same as he testified and I said, again he shouldn't
have testified to txix that before we have reached a position, you shouldn't do that
and he said, well, they asked questions, what are we supposed to do. They're
a duly constituted authority. You know, they're just unbelievable.
K: Have you told Haig this?
S: I haven't yet.
K: I wish you would.
S: He went home early tonight, he's got a sort throat or something. No, I
plan to.
K: OK. Thank you.
S: Right.
