TELECON Mr. Ziegler/Secretary Kissinger July 15, 1974 5:00 pm K: Hi Ron, how are you? Z: Good, how are you? I wanted you to know that I took a jab at Jackson on three things. I was asked about the secret letter and I followed your guidance about leaking executive material and you had covered it in your press conference of June and what it was about and then I went on to say I had been asked to comment on other things. First the knowledge of the US Government on the Indian nuclear test before May 18 and I shot that down. K: What? Oh, exactly. Z: The fact that we had knowledge before the May 18 text. We didn't did we ? K: No idea whatsoever. Z: And thirdly, I said the Senator said we are selling police equipment to the KGB. K: That's crazy. Z: I said there is a world trade fair going on and some private industry might have done something, but any relations to munitions falls under COCOM and existing regulations These are 3 instances where the Senator has violated. without stating the facts. I also said you would be out on Thursday and then again for the signing of the Spanish Declaration. K: Good. Z: Fulbright has released the letter and I think we will release it out here. K: OK. Many thanks Z: Anything there? K: No, I think every time Jackson puts his head up we ought to slap him back. That SOB is totally irrespon sible. Z: I agree. Ok, Henry. END
