C: Hello, Henry. We are in the middle of our meeting.
K: I won't hold you. I was wondering if you could keep Ecevit til my man
gets there and then the three of you could talk.
C:IX I think it is possible. that he would agree because his Assembly meeting
has been cancelled. Would you like me to do it ?
K: Don't you think it would be helpful ?
C: I do indeed. And I will tell him, but who will be coming, is it
Sisco ?
K: What is your judgment?
C: Ithink Sisco would be good. He is a troubleshooter and he knows what
power is.
K: It will probably be Sisco or Ingersoll, but probably Sisco.
C: Very good. I will tell ylau what Ecevit is saying. He wants a joint
statement by the Turks and ourselves saying we don't recognize the new
regime and the old regi me should be restored and we can't wait on Makarios'
replacement. . time is important. NATO will break up. can;t cooperate
with NATO or Greece any longer. We should now give, the Turks and
ourselves, an ultimatum to Greece and the forces on the Island should come
under UN control and. more effective to the Turks, the United Kingdom
should allow Turkish troops through our sovereign base on the Island. And
also that unilateral action is inevitable sooner or later because the Turks
will regard themselves as hostages and they will need to protect them.
The force levels.
will be open to the UN and they are willing to start
dealing with Makarios.
K: I think it is extreme. That may open up a whole segment of events.
C: S O do I.
Call in any troops, like Soviet troops and they have been hinting at
this -- whether we should be willing to have a joint Soviet /U$ operation.
C: Have they?
