K: As you know we are sending Sisco and we've got to make the announcement.
Z: OK.
K: Can you X make it on the recommendation of the Secretary of State, the
President has decided to send Under Secretary Sisco to London for talks with
the British Foreign Minister and Turkish Prime Minister. He may go on to
other capitols from there.
Z: Will he go to Cyprus.
K: No. Almost certainly not, but I have to keep that open. We haven't approached
anyone else. He may go to Athens.
Z: We can do it that way.
K: We can do it from here if you want.
Z: When do you want to do it.
K: Any time in the next hour.
Z: Let me get it to Scowcroft and we'll do it out here.
K: Can you say on the recommendation of the Secretary of State SO it doesn't
look as if the President is feeding those arguments. You can say the President
and I talked on the telephone about this this afternoon.
Z: Good. I'll do it right away.
K: And you'll let me know when you've done it?
Z: Where should Scowcroft get the word from?
K: From Eagleburger.
Z: OK.
