27-B Conversation between Secretary Kissinger and James Callahan, British Foreign Secretary July 21, 1974 - 11:15 a. m. Callahan: Hello, Henry. I have read the telegrams and also had an interesting report myself from Athens from one source. Any changes made will be for the worse. Therefore, I believe we ought to remove any excuse for widening the problem. You should take a bit of a risk in telling them what the Turks are willing to do and as far as I am concerned, I would approach them and say we hold ourselves ready for talks which are available -- suggest perhaps in Vienna. The Turks are available, and as far as I am concerned, we are ready. Kissinger: The Turks are not ready for a cease-fire. Ecevit is using the excuse of Greek fleets in Cyprus. He says there are Greek ships carrying Greek flags. There will never be an end to this. He says that they are speaking Turkish they learned in NATO. I said that no one could blame him if he sank ships carrying Turkish flags; they are his own ships. Callahan: What did he say to that? State Kissinger: 25x(6) Callahan: The situation will be worse tomorrow. Kissinger: I will tell Ecevit we need a cease-fire tonight. relact 25x(6) Callahan: How will that move affect the Greeks' move toward the USSR? There is some suggestion of a move that way.. Kissinger: In Greece. Callahan: Would your bluff be called? Kissinger: My bluff would be called if we went to war anyway, Callahan: What will you say to the Greeks? Kissinger: I must talk to the Turks first. Callahan: We can expect the next positive action from the Greeks.
