TELCON Prime Minister Ecevit of Turkey Secretary Kissinger 1:25 p.m., July 21, 1974 K: Hello. E: Hello, Dr. Kissinger. I talked with Mr. Callaghan. He was going me to telephone but I didn't receive a call yet. Did you talk with him? K: Yes, I've talked with him. E: Yes. K: And I've talked with the Greeks. I think it will be impossible to get your proposal accepted. E: Why? K: Well, as I understand your proposal, it is quite frankly another delaying tactic. E: No, no, it's not a delaying tactic. You see K: You're a good student of mine. E: We have reason to be [guarded] of their intentions. We made ceasefire. But they have pilots in there speaking Turkish, using our codes; maybe they're right, I don't complain. We cannot be sure whether they will not violate the ceasefire in our name so we must take certain minimum conditions of security assurances. We can finish that discussion within a couple of hours. K: Um-humm. Well, I talked to the Greek Prime Minister an d his first reaction was negative. I have now sent Sisco in to see him. E: The Greek Prime Minister? K: Yes. E: All right.
