W: I wish to tell you how happy I am about the acceptance of the ceasefire
and wish to thank you for all your efforts.
K: We have worked together on many things Mr. Sec. Gen.
W: I wanted to tell you I had a call from the For. Min. of Turkey who
bitterly complained about the
K: I had a call from the PM and I was going to call you. We would
support an increase of the United Nations Forces and any strengthening
of the mandate.
W: Yes. I think this is what I want.
K: I am told it does not need to be changed.
W: I discussed this with some members of the Council -- the British
Amb. here and I think that of course we have two possibilities -- either
to get a new mandate from the Council which would create a debate
in the Council and the other approach which I think is better -- is that
I tell the Council that in this situation where we have a new role to play
to separate the forces, we need strengthening of our forces and to ask
that existing forces KXXX of Governments who are contributing to
(increase) their contingent. You will go along with this
.
K: We would strongly support it. We think it a better way of doing it
and a faster way.
W: Yes. Otherwise I am afraid we will have a long debate.
K: We will strongly support it and I will instruct Scali to work with you
on it.
W: I am grateful for this. I think it is the only possibility to establish
order in the Island again and I think the British are quite ready to
give us the necessary reinforcements.
K: My only problem Mr. Secretary is when you command the largest
army in the non-communist world are you going to be too difficult to
deal with. You are going to have a large army in Syria, Egypt, and now
in Cyprus.
