You listen to Smith and ask him the crucial question. Does he understand? K: He thinks it can be negotiated. D: Then let's discuss it with Semonov again and IXEXIXXXXX repeat it. He will say it will be IXIX no. You will have an offical anser from me. Semonov will not have it officially. Then they can clarify the points. Hecan ask before or after. Then you will have reply. It will be for their own amusement. K: I will discuss it with the President. It's a bureaucratic fine point. The fact of the matter is that in a matter we have handled with discretion here is now a part of the record of our bureaucracy. It creates internal problems for us which we can handle but we could have gone to Semonov first. D: You can do that. He can hahdle it. K: Do you want to deal with the President or the bureaucracy? D: Semonov says he discussed what was before.
