K: Well, not too long, a little bit. At this point Col Kennedy dictated HAKTO 18 to D as follows: BEGIN QUOTE: At tomorrow's session both sides are committed to presenting their minimum requirements. It is now obvious that Hanoi will attempt to extract major changes for any changes which the U.S. seeks. They invariably react in an extremely imbalanced way to require modifications which alter the fundamental character of the agreement. Nevertheless the U.S. must achieve the following rock-bottom alterations: (1) obtain the proper Vietnamese phrase for "'administrative structure. 11 (2) Provide for the establishment of a target date of three months for the demobilization provision to provide the period during which the parties will do their utmost to resolve this question. This will make this provision parallel to the ones covering the other tasks included in paragraphs 8 (c) (South Vietnamese prisoners) and 12 (a) (resolution of the political problems.) (3) Provision of some reference in the agreement which relates to the integrity of the territories of North and South Vietnam or establishes the principle of the non-use of force between the North and South during the post-settlement period. (4) Provide for the implementation of a ceasefire in Laos within 10 days vice 30 days.
