What we want is an arrangement in which the Phnom Penh government
is represented. We want first the ceasefire, a transitional arrangement
in which the Phnom Penh government--
D:
A transitional arrangement in what way.
K:
In the form possibly for coalition government in which the various
--all the three groups are represented, in which whether or not Sihanouk
returns really depends on the balance of forces. We will not oppose it
but we will not push it. And on that we could have an understanding
with each other, and with the North Vietnamese. After that we would
let the political evolution take its course. We think this permits the
political realities in Cambodia to assert themselves. It permits us
to disengage and it permits a neutralist, but not anit-North Vietnamese/
Cambodia to develop on the model of Laos. And its a question then
really of how much people want to push us.
D:
I understand.
K:
And if we get pushed too much we'll find some way of--
D:
I know, you don't like to be pushed.
K:
And we have never been without resources.
D:
There are some possibilities.
K:
That's right.
D:
Okay, Henry.
K:
Okay. This is our basic proposal and if Brezhnev and we really think
that it shouldn't be contrary to anybody else's basic interest. We
recognize the political realities.
D:
Yes. What difficult to find transitional arrangement.
K:
That's right. The ceasefire for example could be for, say 90 days.
D:
Is it must?
K:
Yeah, that is really quite important. We attache significance to it as
your foreign minister would say.
