This is one thing. The second thing, two days ago it was questioned to me
about giving him some information some of our representatives from our
Embassy in London discussed with some representatives of the British
Foreign Office he said get some information of this kind but he was not
so sure of. About this joining of Great Britain to USSR-American
agreement on prevention of nuclear war. At the very beginning where he
told me I said I am sure it is not true in a sense that thie particular person
has no specific instruction which interferes because I know that it was not
so I checked once again so now I receive a confirmation that specifically
says that none of our representatives in Londor or ina ny other country
was given instructions to discuss the question of joining this or that
country to the USSR-American agreement on prevention of nuclear war.
There was none.
K:
Right.
D:
That everything we told the President on behalf of the Brezhnev in
August that at that time Canada referred to China and France. This
completely the same answers developed for London. So the solution
is there has probably been some kind of misunderstanding of maybe
some of our employees or theirs. But the message says that there was
not any at all really given any instruction on this subject. And there is
this telegram saying that we very strongly adhere to the agreement on
the understanding that we have at a high level.
K:
Right.
D:
Both sides will not do anything or any particular
in order to
have an ajoining of other countries to this particular agreement.
K:
Right.
D:
So they emphasized that it is our strong belief and intentions to adhere to
that understanding which we had on a high level.
K:
Right.
D:
Not to do anything to involve the other countries in this prevention of
nuclear war. So this I would like to talk to Henry and the message to
the President.
K:
