    "ocrText": "Telcon\nSecretary Kissinger\nMinister Vorontsov\n10/23/73; 9:47 a. ,m.\n- 2 -\nSecond, President Sadat suggests that the Soviet Union and the United States\nagree among themselves about measures which would insure physical parting of\nEgyptian and Israeli forces with the help of the observers of the United Nations.\nThree, Sadat suggests in particular immediate use of the United Nations observers\nand first of all the personnel of the United Nations which was placed previously\nalong side the Suez Canal and which is now in Cairo. That is our point of view,\nBrezhnev says, that it would be really wise to do SO since the personnel of the\nUnited Nations, which is in Cairo now, need only appropriate orders and they\ncould be immediately dispatched to the place of conflict.\nK: All right.\nV: Quickly we suggest that the Soviet Union and the United States urgently submit\nto the Security Council a draft of appropriate resolution to this effect. If the\nUnited States side agrees to that, the draft could look like that and follows the\ntext of the draft:\nK: What is it?\nV: I am getting to it: The Security Council referring to its resolution 338 of\nOctober 22, 1973, (1) Confirms its decision about immediate cessation of all fire\nand all military activity and demands that the forces of the sides should be with-\ndrasn to the position where they were at the moment of the adoption of the decision\non ceasefire. (2) Suggest to the Secretary General of the United Nations to\nimmediately take steps for immediate dispatch of the UN observers to supervise\nthe observation of ceasefire between the forces of Israel and Egypt, using for\nthat purpose first of all the personnel of the United Nations which is at present\nin Cairo.\nK: All right.\nV: Period. And the last line says that Mr. Brezhnev would like to underline\nto Secretary Kissinger the urgency of these matters.\nK: Yuly, I don't have to check this with the President because I know he agrees.\nThe only suggestion I have -- I have two suggestions.\nV: Okay.\nK: One, could we delay the start of the Security Council meeting until 2:00?\nV: Easy."
