Amb. Dobrynin - Secretary Kissinger
November 27, 1073
4:55 p.m.
D: How are you, after having brifed all the people in Congress?
K. Anatoly, I'm going to get a bipartisan foreign policy if it kills
me.
D: My impression is you have already got one, after your press
conference, your meetings with Fulbright, etc.
K: I think we're getting them under control.
D: I think so. How are things going? I have telegram in connection
with yesterday's conclaim I have full text of conversation between
your Ambassador and our Ambassador.
K: Ch, good. I understand that they submitted the letter to
Fawal today.
D
Good idea.
Ki Fawzi made a few objections.
D: I have not yet the telegram.
K: The Egyptians dont want us to be co-chairmen, just participate.
But let's wait until you get instructions and then we'll settle it, CK?
D. OK.
K. They want the auspices to be under the Secretary General.
D: They want the Secretary General, I never heard this kind of ideas. We
discussed auspices, not participants.
K: I think we should insiston the suspices, but not on the co-chairmen.
D: The suspices, never objected to this one to my knowledge.
K. think our European friends may be in on this one.
D: I'll say I discussedwith you along those lines, auspices in Moscow,
then the co-chairmen doesn't really matter.
