Mr. Kissinger/Secretary Rogers - 2 - I think he would think that makes it even stronger. R: Well, I think it makes it a little stronger to personalize it because otherwise, it's just sort of a State Department announce- ment. K: And for whatever it's worth, I... my own recommendation is that in your name it would be stronger. R: All right. Well, we'll go ahead and do that then. And on the one to Russians, I think that's a good strong statement. K: I haven't seen it that's on the way over. R: It's pretty tough in tone. I'm not sure it's the ideal time place to do it because I think they are just as anxious to have the Syrians stay the hell out of there as we are, but I think in terms of the other problems we have, maybe this is fine. K: Well, that's what he thought. R: The only reservation I have on that at all is that somehow it's saying to them, 'God-damn it, do something' a little bit like the Israelis keep telling us to do something about getting missiles out of there. In the case of the Soviet Union, they've issued some God-damned tough statements about Syria. They had one today in TASS which was very tough. K: Oh, really? R: But somehow going to them and saying, 'Now, God-damn, do something about Syria' when they really seem to be serious as hell about it -- in fact, they delivered a note day before yesterday saying that they K: But can't we do it in response to this note and just say R: That's what we are doing. K: . "we are doing everything we can with Israel. 11 R: That's what we're doing. The only thing is the last part of it, we sort of say, "Now, God-damn it, do something or we'll hold you responsible. K: Now, that I think perhaps we ought to tone down, Bill. R: It's a little tough. Joe said he felt he had to do it because the President wanted it. K: No, the President wanted a strong tone. I think if your view I'm not so sure that we should say to the Russians we'll hold them responsible for Syria.
