K: And for whatever it's worth, I... my own recommendation is
that in your name it would be stronger.

All right. Well, we'll go ahead and do that then. And on the
one to Russians, I think that's a good strong statement.

I haven't seen it that's on the way over.

It's pretty tough in tone. I'm not sure it's the ideal time
place to do it because I think they are just as anxious to have the
Syrians stay the hell out of there as we are, but I think in terms
of the other problems we have, maybe this is fine.
K:

The only reservation I have on that at all is that somehow
it's saying to them, 'God-damn it, do something'
a little bit
like the Israelis keep telling us to do something about getting missiles
out of there. In the case of the Soviet Union, they've issued some God-damned
tough statements about Syria. They had one today in TASS which was very
tough.
K:
Oh, really?
R:
But somehow going to them and saying, 'Now, God-damn, do something
about Syria' when they really seem to be serious as hell about it -- in fact, they
delivered a note day before yesterday saying that they

wanted it.

No, the President wanted a strong tone. I think if your view
