I just wanted to let you know what had happened. He went along,
of course, with a very tough line on the Syrians. I don't know whether
he even told you about that. Well, the Syrians moved a brigade into
Jordan today.

And then they pulled it back.

Yeah, and he approves sending. You know State had two ideas --

one to go to the UN; the other to go to the UN but to go to France, Britain,
Cairo and everyone else individually. My idea was to send one very
tough note to the Russians in reply to what they sent to us Friday. And
he went along with that, so.

On the thing I talked

you about earlier -- the Dobrynin/Rogers meeting -- I didn't mention
Rogers at all. I said we just shouldn't have any high-level contacts
except for this one until after the meeting, and I think we should put out

Because I have no reason to know that one was planned.
H:
Right.
K:
And, indeed, I don't even officially know that Dobrynin is going
to be in New York.
H:
Right. Just put out a general directive

So I'll just put out a directive that there should be no high-level
contact. And he said he absolutely agrees. And I didn't see any sense
in going through the Cuban drill with him until we had the meeting. I
want him to absorb it for a bit and think about it himself. Don't you
think?
H:
Yep.

That's not something we can settle on the telephone.
