TELECON Mr. Kissinger/Mr. Haldeman Date 9/20 H: Hi. K: I just wanted to let you know what had happened. He went along, of course, with a very tough line on the Syrians. I don't know whether he even told you about that. Well, the Syrians moved a brigade into Jordan today. H: Oh, another move, huh? K: And then they pulled it back. H: This was after the tank thing yesterday? K: Yeah, and he approves sending. You know State had two ideas -- not one to go to the UN; the other to go to the UN but to go to France, Britain, Cairo and everyone else individually. My idea was to send one very tough note to the Russians in reply to what they sent to us Friday. And he went along with that, so. He never makes the wrong move on the actual substance. It's the bureaucracy where On the thing I talked to you about earlier -- the Dobrynin/Rogers meeting -- I didn't mention Rogers at all. I said we just shouldn't have any high-level contacts except for this one until after the meeting, and I think we should put out a directive to that effect. H: Uh-huh. K: Because I have no reason to know that one was planned. H: Right. K: And, indeed, I don't even officially know that Dobrynin is going to be in New York. H: Right. Just put out a general directive K: So I'll just put out a directive that there should be no high-level contact. And he said he absolutely agrees. And I didn't see any sense in going through the Cuban drill with him until we had the meeting. I want him to absorb it for a bit and think about it himself. Don't you think? H: Yep. K: That's not something we can settle on the telephone.
