The President/Mr. Kissinger (Tape) (11:10pm) Wednesday evening, February 17, 1971 - 3 - P: Oh, no. K: the way you had done with Laos and Cambodia. P: I said I would do what was necessary. Well, I think I may have said that against the north, we would use air power. K: Yes, but you hadn't specifically excluded ground combat -- not that we have you have any intention of doing that. P: I said, too, if they came across the DMZ K: That was a powerful answer. P: there were no understandings if they came across, they were all broken. K. And you also pointed out that those were American troops guarding the DMZ in blocking positions. First, you said you would do everything necessary to protect American forces and, in case anyone thought maybe the American forces won't be in danger, you then said well, remember, they are right there at the DMZ. So, I thought that that was again a particularly subtle answer. P: There will be more questions, SO we've got ourselves a first-rate avenue re. air support. K: Hanoi will read every word and Hanoi knows that every threat you've ever made, you've made good on. P: Don't you think, too, that it was good to repeat publicly what I said to the POW wives that as long as there was one prisoner, we are going to have Ame ricans in Vietnam. K: Essential. P: Just let them shake It said, look, boys, if you think you can keep these prisoners, by God, we are going to have them there, and we will. K: They are both essential. I thought that the Press Conference actually, as I said to you, from an intellectual point of view the office Press Conferences are better than the others. The others are greater virtuoso performances.
