K: Jack, I just wanted to call you briefly, I am going to another one of these interminable Freeman farewells. The which ones? K: Freeman, the Ambassador, is leaving. Oh. K: About that African cable, the situation is as follows: The President promised Heath when they were at Camp David that he would do nothing to embarass him, especially not during the Commonwealth Conference and this would seem to me to be a gratuitous thing. I mean no one asked our opinion and we don't have to comment on every newspaper article that exists that is written. Well, part of -- of course one of the reasons is we wanted to be sure we talked to you is that we didn't really know we don't know what transpired in the conversation between K: Well, I'm going to get -- the reason frankly is that I've literally not had the time to type it up yet. My concern is not of course carrying out what the Presiden said because I agree we shouldn't do anything to upset the British -- to make it even more difficult for them. On the other hand I think they very likely will try to tie an interest in the Indian Ocean into effect our approving their actions in South Africa. K: But they haven't done that yet, have they? I wouldn't be at all surprised if that report in the Times is a deliberate leak. Seems to me -- I don't know when we were sitting in our conversations, Lord Hume really partly as speculation and partly as question and part philosophy, I hardly had the time to characterize just what he was doing, but he commented on well, we sometimes think that we should deal with the powers that matter in Africa, the powers that can make a contribution
