The President/Mr. Kissinger
March 20, 1971
K:
No, this time I haven't seen any quotes but I have got to look at it
carefully to make sure cause I am SO fed up with this guy that I
don't read it carefully.
P:
I understand. Well, we don't know who he is, maybe it is just a
collection and it is probably a difference
or other but
they may just do that. The thing is though that on this I would not
hesitate to be very, very categorical on this. The point is they are
coming out and they must not -- there is no reason to let it appear
that it is anything but a withdrawal as planned. Naturally they are
taking some casualties as they come out but they are giving a hell
of a lot. I know they are trying to get it across but I have some
doubts about our abilities in that respect.
K:
Well, of course you got an All Star Press Corps too.
P:
I know, I know that.
K:
Now Moorer when he was talking to me said that Abrams has never
had a briefing on the record yet and he was wondering whether it
wouldn't be -- we couldn't let him do it on a background basis.
P:
Sure.
K:
Because if he goes on the record and they ask him "were you ordered
to do it? 11 and he says, "yes".
P:
No, no, no. We must not say we have ordered him to do it in any
event.
K:
That's right.
P:
He shouldn't answer it ever.
K:
But as long as he has been out there he has never had an on the record.
P:
This should not be on the record.
K:
No, that's what I thought.
P:
Oh, no, no. Just like he's always done.
K:
Exactly.
P:
Just like he has always done. He just wants to take questions and keep
the record straight.
