TELCON (Tape)
Admiral Moorer/Mr. Kissinger
Marck 20, 1971
K:
Hello, Tom. I am just relaying things that the President has
kept telling me. Many of them -- all of them repeat what we've
already told you.
M:
Yeah, okay.
K:
Is my understanding correct that it is Abe now who is going to
give the backgrounder.
M:
Abe -- yeah, it is my understanding he will. And I am going to
talk at 11 o'clock again so I can give any kind of instructions.
K:
All right. Well, the President would prefer if Abe could do it -
if Abe did it but it should be on a background basis.
M:
Yeah, we've already got that set up.
K:
Okay. And to give the big picture. Now the thing that concerns
the President very much right now are all these stories of panic.
M:
Well, I've been over that with him and pointed up the morale aspects
and to treat that on an overall basis.
K:
Right. Now our television tonight -- I don't watch the goddamn
stuff but apparently television gave a horror story tonight.
M:
Well, I heard one program at 6:30 which wasn't so bad, I mean I
don't know which network
K:
I don't know which one he saw.
M:
Well, I've covered that and I'll emphasize it.
K:
Also we want to make absolutely sure that everybody understands
that this other business on protective reaction.
M:
Yeah, I've done that too. Right, and we've got plenty of recent
examples to make the case.
K:
Right.
M:
And I've pointed those out and that's what he will do.
K:
All right. Now, do you think Defense understands it too.
