TELECON (Tape) Director Helms (97) - Brought in 3/22 K: Hello. H: Yes, Henry. K: This is one of these days when Harvard looks good to me. H: I'm sure of that. K: Where did I get you? I hope I interrupted something worthwhile. H: I'm at home. I was just having dinner. K: I see. Give my affection to your wife. H: I will, indeed, and I'm behaving myself tonight. K: Dick, I've been talking to the President off and on for several hours, and you know these various reports as well as I do. I suppose you do -- on what's happening in Vietnam. Well, first of all, he wanted me to get your judgment of what you think this all adds up to. Do you have one? H: Well, I really don't have a good judgment, Henry. It wouldn't be helpful to him; it wouldn't be helpful to you. Is this something that is pretty immediate as far as he is concerned? K: Well, no, he just wanted your quick reaction. Now, one thing he does want to do insofar as you have any outlets in Vietnam among the population. If they could help feed out stuff on the positive achievements of the operation, that we would appreciate your getting done. H: That we can do. K: Through your channels. H: Right. K: And I think it would help -- there's no sense getting your reaction off-the- cuff. Can you get, say, by the opening of business Monday some assessment of what you think this means to the South Vietnamese, to the North Vietnamese, and to us, particularly to those two -- South and North Vietnamese. H: And the United States.
