withdrawal had been going over a longer period just to make it
look good, say two weeks rather than a few days. But after
your April 7 speech no one will know the difference, how long
that withdrawal took and people will be focused on the next
phase.
P: No incidentally. On Abrams: I don't want him Henry
to get out on any damn limb tomorrow either that You know,

him to maintain his credibility, so be sure any message you have
send to him it's clear that I'm not asking him to say anyting
that is not the fact.
K : oh no. We have given him essentially the same sort of
suggestions we've given to you.
P: Right.
K: But it's better if you can quote him than if you have
to
P: Yeah, I think the best XAXX way for me to do this is
rather than quoting him is just to say I've just received a re-
port that indicates this, this, and this. You know what I mean?
K : That's gight.
P: They all know we get all sorts of reports.

That's right.
P : Then we get two
bounces out of the news.
K: Exactly.
P : Moorer seems to feel that as much as can be expected he
says it's an orderly withdrawal. Says that's the way it's
as he pointed out, it's the toughest damn thing to do militarily,
but that he doesn't seem to be flapping too much.
K : Oh no. He isn't flapping at all. No, he's a good tough
soldier.
P : Yeah, he knows what we're up against.
K : No, we're up against a tough situation and the South
Vietnamese played it a little rough with us by not giving us enough
turn-around time but
P: So that we could talk about it you mean.
