We used to have long talks about Germany. One thing I wanted to tell you about -- I had a talk with the President who is in Key Biscayne this morning about our dinner. He asked me to reaffirm all that I had said to you, that what I said to you reflected fbs his thinking. The only area in which I wanted to give you his precise inside thinking so that you would know it had to do with Vietnam. I mentioned to him what we discussed, and abbut the absence of an offensive action and he said, and this is a direct quote the absence of one isn't enough. We have got to have some movement on the Prisoners. If there should be any escalation by us on the scale of Laos or Cambodia, that would not be done XXXX as a surprise to you. D: I think it would be a surprise. K: We would not do it but what I'm saying is that we would give you some indication that something of this magnitude was geing prepared if it was. D: K: This is consistent with what I told you. D: I hope we are on the cautious side. K: We will be restrained.
