We have just received the two attached State Department papers
on Spain:
Tab A
-- an Issues Paper, with an annex containing an
estimate of factors which may influence Spain's
demands for compensation for U.S. military
facilities;
Tab B
-- a paper on the relative priorities in strategic
and military values of our present facilities
and rights.

Your Review Group talking points are being revised to reflect
these papers, and they will be included in your meeting book. Unless
you object, we plan to circulate them for information to RG members
prior to the meeting.
