Relocation cost information for each of the Arrangements assumes that
communications and ammunition and WRM storage facilities remain in Spain.

Costs are preliminary estimates without benefit of the necessary on-site
surveys or third country discussions of relocation possibilities, or of
conversations with potential contractors for forcè procurement costs. They
illustrate the expected relative variation in costs between options but should
not be regarded as dependable estimates of actual costs to relocate or procure
additional forces under the various arrangements.

Relocation cost estimates were based upon relocation to JCS preferred
relocation sites which are incidated in parentheses. It should be noted that some
functions would not be compensated for through force add-on (e.g., 401st TFW).
In addition, relocation can entail loss of military capability as discussed
in the Military Annex.
